About 19,000 states, provincial, and local government finance officers in the United States and Canada belong to the professional organization known as the Government Finance Officers Association (or GFOA). Chicago’s Loop serves as the home office for GFOA.

GOVERNMENT FINANCE OFFICERS ASSOCIATION (GFOA)
The National Association of Comptrollers and Accounting Officers, established in February 1906, was the initial progenitor of the GFOA. The International Association of Municipal Finance Officers was given the organization’s new name in December 1931. The name changed to the Municipal Finance Officers Association in June 1932. (MFOA). The National Council on Governmental Accounting was founded in 1973 thanks in large part to the GFOA (then known as MFOA) (NCGA). The NCGA’s inability to adequately perform its duties by the late 1970s was clear as a result of part-time members and scarce funding. To reach an agreement on the creation and funding of a full-time standards-setting body, a number of public interest organizations, including the GFOA and the National Association of State Auditors Comptrollers and Treasurers (NASACT), held public hearings. The Financial Accounting Foundation and the GFOA entered into an agreement in 1984 that granted the GFOA, NASACT, and other parties a say and appointments to the Governmental Accounting Standards Board (GASB). In April 1984, the name Government Finance Officers Association was chosen.
For its impartial and practitioner-focused consulting services for state and municipal governments, the Research and Consulting Center is also well-known on a national level. Business process improvement, organizational assessments, long-term financial planning, budgeting, and planning and procurement support for technology initiatives are the main areas of concentration for GFOA consulting services.
The GFOA’s technology consulting practice was established in 1998 to meet the demands of its members for unbiased, impartial advice on the selection and deployment of enterprise resource planning (ERP) systems before the year 2000. As a non-profit membership organization, GFOA acts as an impartial information source for local governments and has no connections to any software or hardware manufacturers.
In the past 15 years, GFOA’s technology consulting practice has dominated the market in helping local governments assess their current systems, comprehend the vendor landscape, facilitate the purchase of new systems, and provide in-depth analysis and contract negotiation support to safeguard governments’ best interests in order to lower implementation risk. With regard to system selection, contract negotiations, and deployment preparation for ERP and other administrative systems, GFOA has helped over 450 cities, counties, school districts, and special district administrations.
BUDGETS
An annual spending plan is approved by the GFOA Executive Board. The association’s products, programs, and services are focused on in the budget, which is created on a center-by-center basis.

ABOUT THE GOLDBERG-MILLER SCHOLARSHIP FOR PUBLIC FINANCE
The Daniel B. Goldberg Scholarship was established by the GFOA’s executive board in 1985 to honor graduate students who demonstrated excellence while pursuing a career in state and local government finance. The Girard Miller Foundation provides funding for the Goldberg-Miller Public Finance Scholarship.
AMOUNT OF SCHOLARSHIPS AVAILABLE
• American or Canadian citizen or lawful permanent resident
• Intend to work in local, state, or provincial government finance
• The student hasn’t previously won a GFOA scholarship.
• Additional requirements for each scholarship individually (listed below)
EVALUATION STANDARDS
• Each scholarship has specific requirements.
• Future financial plans for state, provincial, and local governments
• Past academic standing and professional background
• The quality of the coursework and the clear relationship between it and your professional objectives
• Recommendation letters (Please address all letters to the GFOA Scholarship Committee)
ADDITIONAL CRITERIA FOR ELIGIBILITY
• Full-time; graduate-level enrollment
• Studying a subject that isn’t mentioned but should be related to state or local government financing
• Letter of Recommendation: A statement from a person familiar with your dedication to the public sector
• The total number of scholarships up for award in 2023 is one $20,000 scholarship.
• There is no employment requirement.
